What is the Constitution?
The Constitution is the supreme legal norm in any legal system. As the founder of all other norms, which must conform to it, it is drafted by a special body called the constituent power, which may be either the parliamentary body, the people through a referendum, or an ad-hoc body.
Essentially, every modern constitution contains rules relating to the form and principles of the State, the organization of powers and their relationships, the organization of State institutions, as well as a set of principles that underpin the system of fundamental individual rights. It is therefore a political pact that establishes the rules concerning the acquisition, exercise, and transmission of power, while also regulating the relationship between the governed and the government.
